The U.S. House Appropriations Committee approved its federal fiscal year (FY) 2023 Labor, Health and Human Services (HHS), Education, and Related Agencies spending bill by a vote of 32-24. The bill funds agencies and programs in the U.S. Departments of Labor, HHS and Education.
The includes $47.5 billion for the National Institutes of Health (NIH), an increase of $2.5 billion above the FY 2022 enacted level, providing for a minimum increase of 3.2% for each Institute and Center.
The bill also includes $7.4 billion, a $466 million increase above the FY 2022 enacted level, for the National Cancer Institute, including $216 million for the Cancer Moonshot, and would provide:
- $438 million for the National Institute of Biomedical Imaging and Bioengineering (NIBIB).
- $2.75 billion for the Advanced Research Projects Agency for Health (ARPA-H) within HHS, with such funds available through Sept. 30, 2025.
The bill provides a one-year extension (through Jan. 1, 2025) of the current delay in implementation of the 2009 U.S. Preventive Services Task Force (USPSTF) mammography screening recommendations as they apply to Affordable Care Act coverage and any other laws that reference the recommendations. It also clarifies that the mammography coverage requirement applies to any digital screening mammography such as screening breast tomosynthesis.
The committee has provided a of the spending bill. No date has been set for consideration of the bill in the full House.
